Wastewater Plant Expansion and Line Improvement Project
March 2008 Update - The project is officially complete! The total project cost was $2,681,100 with an amazing 79% of the project spent from grant funds. The City of Elkton contributed $200,000 in cash and borrowed $360,000 in low interest loans from USDA/Rural Development. December 2007 Update - The date of substantial completion was set at November 20, 2007, which begins the one year warranty period. The contractor now has 65 days to complete the project. Only minor items remain to be completed. August 2007 Update - The project is now approximately 56% complete! April 2007 Update - The project to upgrade the City's wastewater treatment plan is underway! As of April 12th, the project is approximately 16% complete.
Project Description: The City received $481,000 in grant funding from the Environmental Protection Agency, $901,375 from Kentucky Infrastructure Authority, $710,000 from USDA Rural Development and $25,000 from Delta Regional Authority. The City will match these grants with $480,000 in local funds, either through reserves or USDA Rural Development loans. The project will upgrade the waste water treatment plant's permitted capacity from 369,000 GPD (gallons per day) to 460,000 GPD. Also, a lift station near Todd Central High School and a sewer line running down Highway 181 South will be replaced. At the December 11, 2006 meeting, the Elkton City Council voted to award the contract for the Wastewater Project to the low bidder W. Rogers Company at a cost of $2,081,000. The total cost of the project, including planning, engineering, construction and inspection is projected to cost $2.6 million.
