MINUTES The Elkton City Council met in special session on Tuesday, September 19, 2006 with Mayor John E. Walton presiding. Mayor Walton called the meeting to order at 5:00 PM. City Council members present: Greg Allen; Nancy Camp; Eugene Jefferson; Brad Shemwell; and, Danny Laster. City Council members absent: David Powell. Others present: Laura M. Brock, City Clerk/Treasurer; Evelyn Boone, Todd County Standard. Clerk Brock presented tax rate calculations for 2006. The compensating rate for 2006 is as follows: Real Property - $.250 per $100.00 assessment; Personal Property - $.632 per $100.00 assessment. Using these rates would generate approximately $14,024 over last year. Clerk Brock recommended setting the rate at the compensating rate, however stated a concern that the personal property tax rate is getting very close to the maximum state allowed rate. Also, it is a very large increase over last year’s rate of $.421. Clerk Brock recommended setting the real property tax rate at $.250 and the personal property tax rate at $.550. Using this rate would generate approximately $11,100 over last year. There was discussion regarding the need for revenue. Clerk Brock stated the City is operating at about even after cutting back to only 6 full-time police officers. The extra revenue is needed if the goal is to go back to 8 full-time police officers. After some discussion, Mrs. Camp motioned to go with Clerk Brock’s recommendation and set the real property tax rate at $.250 and the personal property tax rate at $.550. Motion seconded by Mr. Jefferson. Those voting in favor of the motion were Shemwell, Jefferson, Allen and Camp. Voting opposed was Laster. Motion carried. Clerk Brock read first reading of Ordinance 2006-7, "AN ORDINANCE FIXING THE AD VALOREM TAX RATE UPON THE ASSESSED VALUATION OF REAL ESTATE, PERSONAL PROPERTY, MOTOR VEHICLES AND WATERCRAFT WITHIN THE CITY LIMITS OF ELKTON, KENTUCKY, FOR THE YEAR 2006." Mr. Jefferson motioned to accept after first reading and seconded by Mr. Shemwell. Those voting in favor of the motion by show of hands were Shemwell, Jefferson, Allen and Camp. Voting opposed was Laster. Motion carried. Mr. Allen motioned to adjourn and seconded by Mr. Laster. Motion carried unanimously and meeting adjourned at 5:10 PM. |
