MINUTES
The Elkton City Council met in regular session on Monday, May 14, 2007 with Mayor Nancy T. Camp presiding. City Council members present: Doug Gibson; Eugene Jefferson; Danny Laster; David Powell; Cindy Sidebottom; and Robin Snardon. Others present: City Clerk/Treasurer Laura Brock; City Attorney John P. Kirkham; Utility Superintendent Terry Frogue; Police Chief Bruce Marklin; Mike McGhee, McGhee Engineering; Ryan Craig, Todd County Standard. Mayor Camp called the meeting to order at 7:00 PM and led the Pledge of Allegiance. Chief Bruce Marklin led invocation. After reviewing the April 12, 2007 special council meeting minutes, bills payable and financial reports, Mr. Powell motioned to approve the minutes, bills payable and financial reports. Motion seconded by Mr. Jefferson and carried unanimously. Mike McGhee updated the council on the progress of the sewer facilities project. The project has been under construction for 94 days. The project has used 31.3% of the time allotted and 23.8% of funds budgeted. Mr. McGhee informed the council that everything is going very smooth with no problems to report. Clerk Brock presented Construction Funds Request No. 4 in the amount of $181,517.55 with the following payment requests:
Mr. Jefferson motioned to approve the construction funds pay request and seconded by Mr. Laster. Motion carried unanimously. Mr. McGhee also informed the Council that the City received a letter from the State warning the City about possible violations at the City Lake Dam. We received a similar letter three or four years ago and it was decided the City needed to perform a breach analysis. Mr. McGhee responded to the letter on behalf of the City reminding the State that we had prepared a breach analysis several years ago and have been waiting on them for a response based on that data. Mayor Camp reported that repairs are still needed at the Water District Building. Estimates will be taken on these repairs and then negotiated with the Water District. Clerk Brock reviewed several changes that need to be made to this year’s budget ordinance. After discussion, Clerk Brock read first reading of Ordinance 2007-2, "AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE CITY OF ELKTON, KENTUCKY, FOR THE FISCAL YEAR JULY 1, 2006 THROUGH JUNE 30, 2007." Mr. Jefferson motioned to accept after first reading and seconded by Mr. Powell. Motion carried unanimously by show of hands. Mayor Nancy Camp presented her budget message and proposal for fiscal year ending June 30, 2008. Mayor Camp informed the Council the proposed budget contains a 2.5% salary increase for employees and elected officials, not including volunteer firemen and street employees. The City also plans to increase the police force to seven full-time officers. The City will begin work on a streetscape project at a total cost of $125,000 as well as a façade program, which is fully funded through Renaissance on Main and local business owners at a total cost of $132,000. The Wastewater Improvement Project will continue through FY 2008 with estimated grant income and expenditures of $1.6 million. Also, the City will continue to fund economic development through contributions to the Industrial Foundation and Silver Triangle Main Street. Clerk Brock reviewed the remaining portions of the proposed budget. There was discussion regarding the proposed increase in dispatching fees the County has requested. Currently, the city pays $1,350 per month. The County has requested $1,500 per month. Chief Marklin suggested having the dispatch service run a call survey. This report will let us know what the call volume is from each city and out in the county. It was the consensus to have this done and discuss at a later meeting. After reviewing the proposed budget, Clerk Brock read first reading of Ordinance 2007-3, "AN ORDINANCE RELATING TO THE ANNUAL BUDGET AND APPROPRIATIONS FOR THE CITY OF ELKTON, KENTUCKY, FOR THE FISCAL YEAR JULY 1, 2007 THROUGH JUNE 30, 2008." Mrs. Sidebottom motioned to approve after first reading and seconded by Mr. Jefferson. Motion carried by unanimous show of hands by the Council. Mayor Camp reported there are several issues involving animals the City needs to discuss. Clerk Brock handed out a summary of ordinances from other cities regarding animals, including regulations regarding livestock, vicious animals, chickens and hogs. Mayor Camp asked each Council member to review the summary and report their ideas and concerns at the next council meeting. COUNCIL REPORTS Mr. Gibson reported that Standard Drive and Deborah Street need to be resurfaced soon. Also, there are some small patch repairs that need to be done. Clerk Brock stated that she will work with Scotty’s to get estimates on resurfacing these streets. She will also see if there are grant funds available through the State. Mr. Jefferson called for a report from Chief Marklin. Chief Marklin reported on activity since the last meeting. He reported the department responded to 150 complaints, the most he has ever seen. Chief Marklin also reported the officers met and developed a mission statement for the department. The week of May 21st, the State Police will patrol more in Todd County to enforce the seat belt law. Chief Marklin showed the Council a new OSHA regulated vest and rain jacket the department will need to purchase in the near future. He also showed the new uniform pant the department would like to purchase. Chief Marklin reported that Officer Patrick Putnam has resigned. The City will begin advertising for a new Officer. Mrs. Snardon reported there have been a few problems with the Recreation Commission, but everything has been taken care of. Baseball and softball will begin soon. She reported new Park Director Charlotte Myers is doing a great job. Mr. Laster reported the water loss in the city was down to 12% last month. Several more months of data is needed to verify the water loss will maintain this level. Mr. Powell reported there were no fire runs last month except to assist other departments. Mrs. Sidebottom reported the cemetery needs new rules signs, the Elkton Cemetery sign needs to be painted and the storage shed needs to be painted. All of this work will be in next year’s budget. MAYOR’S REPORT Mayor Camp reported flowers have been planted around Public Square. There was discussion about who was going to care for the flowers. Mayor Camp reported the next Council meeting conflicts with the Annual PADD Dinner meeting. After discussion, it was decided the council meeting would be changed to a special meeting on Tuesday, June 12, 2007 at 7:00 PM. Mayor Camp presented a letter from Evelyn Boone regarding the museum in the old courthouse. She will be sending out letters soon to request money to begin renovating the second floor. The Committee is estimating it will cost about $25,000 to get the second floor ready. Mayor Camp reported Ms. Boone is also requesting a donation from the City. Mayor Camp reported Evelyn Keeton donated an original oil painting of the Old Courthouse to the City. It is hanging in the Mayor’s office. Clerk Brock reported that Bike Night is underway every Thursday night in Elkton. On Thursday, May 31st, there will be a free concert on the Square. Mr. Jefferson motioned to adjourn and seconded by Mr. Powell. Motion carried unanimously. Meeting adjourned at 8:15 PM. |
