MINUTES
The Elkton City Council met in special session on Tuesday, February 6, 2007 with Mayor Nancy T. Camp presiding. City Council members present: Doug Gibson; Eugene Jefferson; Danny Laster; David Powell; Cindy Sidebottom; and Robin Snardon. Others present: City Clerk/Treasurer Laura Brock; City Attorney John P. Kirkham; Utility Superintendent Terry Frogue; Police Chief Bruce Marklin; Evelyn Boone; and, Dana Long, Todd County Standard. Mayor Camp called the meeting to order at 5:30 PM. Mayor Camp reminded the council that Logan-Todd Regional Water Commission was raising their wholesale water rate from $2.91 per thousand gallons to $3.31 per thousand gallons. Therefore, the City has no choice but to adjust our water rates. Clerk Brock reviewed budget projections indicating the effect of the rate increase over the next several years. Clerk Brock stated that in order to operate evenly over the next three years, a 7% water rate increase is needed. After some discussion, Mr. Jefferson motioned to increase the water rates by 7% and seconded by Mr. Powell. Motion carried unanimously. Clerk Brock read first reading of Ordinance 2007-1, "AN ORDINANCE AMENDING SECTION 50.25 OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON ADJUSTING WATER RATE CHARGES FOR THE SALE OF WATER SUPPLIED BY THE WATERWORKS SYSTEM OF THE CITY OF ELKTON." Mrs. Sidebottom motioned to accept after first reading and seconded by Mr. Powell. Motion carried unanimously by show of hands. Resolution 2007-3, "RESOLUTION AUTHORIZING THE EXECUTION AND DELIVERY OF A EQUIPMENT LEASE/PURCHASE AGREEMENT, AND RELATED INSTRUMENTS, AND DETERMINING OTHER MATTERS IN CONNECTION THEREWITH," was presented to the Council. After brief discussion, Mr. Gibson motioned to adopt Resolution 2007-3 and seconded by Mr. Laster. Motion carried unanimously. Chief Bruce Marklin informed the council the new 2007 Ford Crown Victoria police cruiser has been picked up and is almost ready for patrol. Chief Marklin requested the 1999 Ford Crown Victoria be declared surplus property. Also, Chief Marklin, Mayor Camp and Jailer Greg Allen have reached an agreement for the County to purchase the cruiser for the Todd County Jail for $1,500. After brief discussion, Mr. Laster motioned to declare the 1999 Ford Crown Victoria surplus property. Motion seconded by Mr. Jefferson and carried unanimously. Mr. Powell motioned to sell the surplus vehicle to the County for $1,500. Motion seconded by Mr. Gibson and carried unanimously. Evelyn Boone presented information to the Council regarding plans to place a Todd County Museum on the second level of the Old Courthouse. She explained that Jailer Greg Allen has promised to help with labor for cleaning, painting and installing plywood on the floor. Also, Pennyrile RC and D and Senator Joey Pendleton are ready to help find grant funds to get the second floor ready for occupation. It is estimated that approximately $20,000 is needed. Ms. Boone stated that all items in the museum will be donated or lent and documentation as such will be had on each item. Committees are ready to begin work raising money and finding items for the museum. Mayor Camp stated that certain issues needed to be taken care of before the council votes on approval for the museum to be started. Therefore, this item will be discussed further at a later meeting. Mr. Jefferson motioned to adjourn and seconded by Mr. Laster and meeting adjourned at 5:55 PM. |
