The Elkton City Council met in special session on Thursday, December 6, 2007 with Mayor Nancy T. Camp presiding.

City Council members present: Eugene Jefferson; Danny Laster; David Powell; Cindy Sidebottom; and Jimmy Scott.

City Council members absent: Doug Gibson.

Others present: City Clerk/Treasurer Laura Brock; City Attorney John P. Kirkham; and, Stephanie Craft, Todd County Standard.

Mayor Camp called the meeting to order at 5:00 PM and reminded the council it was a special called meeting and only the items on the agenda could be discussed.

Agenda

1. Municipal Order 2007-5
   Amending City Personnel Policies and Procedures
    
2. Second Reading Ordinance 2007-10
   Enacting and Adopting Supplement to the Code of Ordinances
    
3. First Reading Ordinance 2007-11
   Ordinance Imposing Occupational License Taxes

Clerk Brock informed the council that updates to the City of Elkton Personnel Policies and Procedures needed some updates to be in compliance with IRS regulations regarding cell phones, expense reimbursement and use of municipal vehicles. Clerk Brock reviewed Municipal Order 2007-5, "MUNICIPAL ORDER AMENDING THE PERSONNEL POLICIES AND PROCEDURES," and went over the changes with the council. After some discussion, Mr. Jefferson motioned to adopt Municipal Order 2007-5 and seconded by Mr. Powell. Motion carried unanimously.

Clerk Brock read second reading of Ordinance 2007-10, "AN ORDINANCE ENACTING AND ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY." Mrs. Sidebottom motioned to adopt after second reading and seconded by Mr. Jefferson. Motion carried unanimously by show of hands.

Clerk Brock informed the council that after first reading of the summary of Ordinance 2007-11 last month, Mr. Kirkham discovered the laws regarding summary ordinances have changed. Therefore, a new summary ordinance has been prepared and first reading will need to be held again if the council chooses to read and publish the summary ordinance in lieu of the full text of the ordinance. Mr. Jefferson motioned to read and publish the summary ordinance in lieu of the full text. Motion seconded by Mr. Powell and carried unanimously. Clerk Brock read first reading of the summary of Ordinance 2007-11, "An ordinance relating to the imposition and administration of an occupational license requirement, and payment of an occupational license tax by persons and business entities conducting business, occupations and professions within the City of Elkton, Kentucky." Mr. Scott motioned to accept after first reading and seconded by Mr. Laster. Motion carried unanimously by show of hands.

Mrs. Sidebottom motioned to adjourn and seconded by Mr. Powell. Motion carried unanimously and the meeting adjourned at approximately 5:25 PM.
