MINUTES
The Elkton City Council met in special session on Tuesday, August 28, 2007 with Mayor Nancy T. Camp presiding. City Council members present: Doug Gibson; Eugene Jefferson; Danny Laster; David Powell; and Robin Snardon. City Council members absent: Cindy Sidebottom. Others present: City Clerk/Treasurer Laura Brock; and, Ryan Craig, Todd County Standard. Mayor Camp called the meeting to order at 5:30 PM. Clerk Brock read second reading of Ordinance 2007-6, "ORDINANCE AMENDING § 35.015 OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY DEALING WITH PARKS AND RECREATION." Mr. Jefferson motioned to adopt after second reading and seconded by Mr. Powell. Motion carried by unanimous show of hands. Clerk Brock read second reading of Ordinance 2007-7, "ORDINANCE AMENDING §152.15 AND §152.17 OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY DEALING WITH THE ELKTON-TODD COUNTY RECREATION COMMISSION." Mr. Laster motioned to adopt after second reading and seconded by Mr. Powell. Motion carried by unanimous show of hands. Clerk Brock read second reading of Ordinance 2007-8, "AN ORDINANCE AMENDING CHAPTER 90 OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY, DEALING WITH ANIMALS ADDING DEFINITIONS AND SECTIONS REGULATING CERTAIN TYPES OF ANIMALS." Mr. Jefferson motioned to adopt after second reading and seconded by Mr. Powell. Motion carried by unanimous show of hands. Clerk Brock presented the property tax rate calculations for 2007. After presenting the different rate scenarios, the council discussed setting the real property tax rate the same as last year. Clerk Brock explained that setting the real property tax rate the same as last year would generate approximately $2,000 over last year. There was also discussion about lowering the tax rate. Clerk Brock recommended at least keeping the rate the same in order to generate a little more revenue. After much discussion, Mr. Powell motioned to set the real property tax rate the same as last year at $.250 and the personal property tax rate at $.506. Motion seconded by Mr. Laster and carried unanimously. Clerk Brock read first reading of Ordinance 2007-9, "AN ORDINANCE FIXING THE AD VALOREM TAX RATE UPON THE ASSESSED VALUATION OF REAL ESTATE, PERSONAL PROPERTY, MOTOR VEHICLES AND WATERCRAFT WITHIN THE CITY LIMITS OF ELKTON, KENTUCKY, FOR THE YEAR 2007. Mr. Jefferson motioned to approve after first reading and seconded by Mr. Laster. Motion carried unanimously by show of hands. Mr. Powell motioned to adjourn and seconded by Mrs. Snardon. Motion carried unanimously and the meeting adjourned at approximately 6:15 PM. |
