MINUTES
The Elkton City Council met in special session on Monday, August 27, 2007 with Mayor Nancy T. Camp presiding. City Council members present: Doug Gibson; Eugene Jefferson; Danny Laster; David Powell; Cindy Sidebottom; and Robin Snardon. Others present: City Clerk/Treasurer Laura Brock; City Attorney John P. Kirkham; and, Ryan Craig, Todd County Standard. Mayor Camp called the meeting to order at 5:30 PM. Mayor Camp explained to the Council there have been several more problems with the Recreation Commission in the last few weeks. Mayor Camp and Judge Green met with Robin Snardon, council representative on the Recreation Commission, Brent Spurlin, fiscal court representative to the Recreation Commission, and Clerk Brock to discuss these issues. The bylaws of the Recreation Commission were reviewed and changes will be made. As a result of these meetings, it was the consensus of the group to establish an Administrative Council consisting of the Mayor, Todd County Judge, council representative, fiscal court representative and an at large Recreation Commission member. The Council will have administrative oversight of the Recreation Commission and will be responsible for hiring a Parks and Recreation Director and Concessions Manager, as well as review and approval of the Recreation Commission bylaws. After discussion, Clerk Brock read first reading of Ordinance 2007-6, "ORDINANCE AMENDING § 35.015 OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY DEALING WITH PARKS AND RECREATION." Mr. Jefferson motioned to approve after first reading and seconded by Mr. Powell. Motion carried by unanimous show of hands. Due to the creation of the Administrative Council and changes that will be made to the bylaws of the Recreation Commission, changes will need to be made to the ordinance establishing the Recreation Commission. Clerk Brock read first reading of Ordinance 2007-7, "ORDINANCE AMENDING §152.15 AND §152.17 OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY DEALING WITH THE ELKTON-TODD COUNTY RECREATION COMMISSION." Mr. Laster motioned to approve after first reading and seconded by Mrs. Sidebottom. Motion carried by unanimous show of hands. Mayor Camp reported that an ordinance has been prepared to establish regulations regarding wild and exotic animals, swine, fowl and livestock in the city. This ordinance was written based on discussions at previous meetings. After the council reviewed the ordinance, Clerk Brock read first reading of Ordinance 2007-8, "AN ORDINANCE AMENDING CHAPTER 90 OF THE CODE OF ORDINANCES OF THE CITY OF ELKTON, KENTUCKY, DEALING WITH ANIMALS ADDING DEFINITIONS AND SECTIONS REGULATING CERTAIN TYPES OF ANIMALS." After discussion, Mr. Jefferson motioned to approve after first reading and seconded by Mr. Laster. Motion carried by unanimous show of hands. Mr. Powell motioned to adjourn and seconded by Mr. Jefferson. Motion carried unanimously and the meeting adjourned at approximately 6:15 PM.
