MINUTES The Elkton City Council met in special session on Wednesday, September 20, 2006 with Mayor John E. Walton presiding. Mayor Walton called the meeting to order at 5:00 PM. City Council members present: Greg Allen; Nancy Camp; Eugene Jefferson; Brad Shemwell; David Powell; and, Danny Laster. Others present: Laura M. Brock, City Clerk/Treasurer; Evelyn Boone, Todd County Standard. Clerk Brock read second reading of Ordinance 2006-7, "AN ORDINANCE FIXING THE AD VALOREM TAX RATE UPON THE ASSESSED VALUATION OF REAL ESTATE, PERSONAL PROPERTY, MOTOR VEHICLES AND WATERCRAFT WITHIN THE CITY LIMITS OF ELKTON, KENTUCKY, FOR THE YEAR 2006." Mr. Jefferson motioned to adopt after second reading and seconded by Mrs. Camp. Those voting in favor of the motion by show of hands were Shemwell, Jefferson, Allen, Powell and Camp. Voting opposed was Laster. Motion carried. Mayor Walton informed the Council that Watson Ricchuite has agreed to pick up leaves for the City at the same cost as last year, which is $19,950. Clerk Brock stated that the Council would need to amend the general fund budget to include $10,000 for this project. After some discussion, Mr. Powell motioned to accept the proposal of Watson Ricchuite and to amend the general fund budget to include $10,000 for leaf pick up. Motion seconded by Mr. Jefferson and carried unanimously. Mayor Walton updated the Council on the search for more funds for the sewer project that was recently bid. He requested an additional $150,000 in grants and $100,000 in low interest loans from USDA/Rural Development. Also, Mayor Walton and Clerk Brock met with Colleen Chaney, Director of State Projects, and requested $200,000 in grants. The City is also eligible for an additional $80,000 in 0% interest loans from Kentucky Infrastructure Authority. Mayor Walton is still waiting on assurances from all three agencies and will report back to the Council at the next meeting. Mr. Powell motioned to adjourn and seconded by Mr. Laster. Motion carried unanimously and meeting adjourned at 5:15 PM. |
