Committees
The City of Elkton would like to introduce you to the many people who volunteer
their time to serve on various committees for the City. We certainly
appreciate all the time and effort they give to help make Elkton a wonderful
place to live! The
Code Enforcement Board was created by the City in 2003. The creation of a
CEB was authorized by the State of Kentucky to allow local governments to issue
remedial orders and to impose civil fines as an inexpensive alternative to
ensure compliance with local ordinances. The only other alternative a City has
to enforce local ordinances is to take the case to court, which takes a lot of
time and money for both the City and the offender. First, a Citation
Officer will issue a Notice of Violation to an offender. This Notice
will explain the violation and how to correct it. The Notice will also give a
date by which time the violation shall be corrected. If the violation is
not corrected by the date on the Notice, the Citation Officer will then issue a
Citation charging the offender with a civil offense. The Citation gives
the offender two choices. First, the offender may not contest the
citation and, within seven days, pay a small penalty and correct the violation
by a given date. Second, the offender may contest the violation and,
within seven days, request a hearing before the CEB. If the offender chooses to
have a hearing, and is found to have committed the violation, a larger penalty
will be imposed by the CEB (usually double the fine if the violation is not
contested.) If the offender requests a hearing, the CEB will hold a public
hearing to receive evidence of the violation. The offender will also have the
opportunity to present their case. After receiving all evidence and testimony,
the CEB may issue orders necessary to remedy a violation and may impose civil
fines.
The Elkton Planning
Commission consists of five members. The Commission is responsible for
developing and reviewing the City's comprehensive plan. This plan serves
as a guide for the development of public and private property in the City.
With a comprehensive plan in place, the commission enacts land use
regulations. These regulations include zoning and other growth management
regulations to promote public health, safety, morals and general welfare of the
city to facilitate orderly and harmonious development (KRS Chapter 100). Commission members
are Chairperson Al Joynes, Dorothy
McIntosh, Bryan Blount, Dale Wheeler, Robin Snardon and Gene Jefferson (non-voting). Board of Adjustment The Board of Adjustment
consists of five members. The Board has the power to hear and decide
applications for conditional use permits and requests for variances for
noncompliance of zoning regulations. The Board may also take action to
compel offending structures or uses to be removed at the cost of
violators. Board members are Chairman Keith
Sharp, James Snardon, William S. Jones, Jim Oller and Shane Hessey.
Tree Board
The Ethics Board has three members and two alternates. The Board was created to enforce the provisions of the City Code of Ethics with regards to all officers and employees of the City. The Board receives and investigates complaints and holds hearings in order to determine any violations of the Code of Ethics . The Board shall report any violations to the Mayor. Board members include Chairman Wayne Pearson, Buddy Power and Nancy Bolster.
